The National Park Service (NPS) will hold public "scoping" sessions this week on a proposed ban on personal watercraft (PWC) at Lake Powell Reservoir (Glen Canyon National Recreation Area).
A meeting will be held in Tempe, from 6-8 PM this Thursday, August 23 at AmeriSuites Hotel, Arizona Mills Room, 1520 W. Baseline Road. For directions call 620-831-9800.

Sierra Club, Living Rivers, Bluewater Network, and other groups across the West are calling on the agency to institute a permanent, total ban on PWCs at Glen Canyon NRA.
This round of public meetings is preliminary to the preparation of the Draft EIS. By law, NPS must address issues raised by the public in the scoping process. In your comments, please write in your own words, and ask NPS to evaluate in detail the issues below. Feel free to write about any (unpleasant) personal experience you may have had with PWCs, especially at GCNRA.
We encourage you to attend the scoping meeting to learn more about the issue BEFORE submitting your comments. NPS will provide forms at the meeting, but you may submit comments in letter form, or even via email to: GLCA_PWC@nps.gov

*** BECAUSE THE UNION MAKES US STRONG
This summer, an exciting movement began at the University of Arizona. With the help of the American Federation of State County and Municipal Employees (AFSCME), a group of employees met and formed the UA Organizing Committee. For the last month we have been tabling every day, distributing literature and getting union interest cards signed.
The aim is to organize wall-to-wall, every employee at the University. This means staff, faculty, TAs, RAs and undergraduate student workers. Some 20,000 people in all. When we succeed it will nearly double the number of union members in Southern Arizona.
This is one of the largest union organizing drives ever undertaken in Tucson (if not the largest) and we need support. If you have questions, please contact the AFSCME office or stop by our table.
Here are some of the things you can do:
1.Sign a card. The AFSCME card will be used to show an interest in the union at the UA and put pressure on the administration when the time comes to ask for recognition. If you haven't signed a card yet use the contacts below to get one.
2.Help table. Talk to folks and get them information about the union drive. This week, we'll be on the south side of Harvill every day from 11-1. We need volunteers to fill those spots. No one will table alone and you'll be paired with someone who has tabled before.
3.Talk to your co-workers. This may be the best way to inform people about the union drive. If you want information to give to them and cards for them to sign, stop by the table or contact me. If folks are nervous or can't make the regular meetings, representatives from AFSCME (American Federation of State County and Municipal Employees) will meet with small groups in people's homes, in restaurants, in bars, on the mall or anyplace else that would be convenient.
4. Join the listserv. Send a blank message to

Important Roadless Area Conservation Issue!!
Last year over 1.5 Million Americans - five times more people than have ever expressed their opinions
on any federal rule in US history -- wrote to the US Forest Service asking them to protect America's
last wild National Forests. Yes, 95% of Americans that responded to the comment period supported the
rule.
In January, the US Forest Service responded by issuing the Roadless Area Conservation Rule, which
protects the last wild 58.5 million acres of our National Forests from logging and road construction.
But George W. Bush is intent on undermining the most important forest
conservation initiative in the past hundred years. He wants to turn
these last wild forests over to the timber industry - an industry which contributed over $3.2 million
to his election campaign.
Please: Write to the US Forest Service and tell them to keep the Roadless Area Conservation Rule
intact, with no exemptions for the Tongass Rainforest in Alaska or any other roadless area on any of
our National Forests.
Don't let Bush repay political favors with your wild forests. Because once they're gone, they're gone
forever.

*** YO NO QIUERO TACO HELL
For those of you that can't make it all the way out to DC for the S29 actions, there is another
option....
The Taco Bell Truth Tour is seen by some as the IMF action of the west coast. The numbers are
building of those planning on converging on Irvine and demanding from corporations that they take
responsibility for the havoc they wreak as they make their profit. Farmworkers in Florida are
receiving the same piece rate that they received in
1978! Meanwhile, Taco Bell, part of Tricon Corp., is one of the largest corporations in the world,
with profits in the billions.
It is time that corporations take responsibility for every worker that toils to line their pockets.
As one worker has said, "we are tired of subsidizing Taco Bell's profits with our poverty"
On September 23, in Los Angeles, there will be a march and action, followed by a rally and music.
Then, on Monday, September 24, THE action will take place in Irvine. We will have a march of
farmworkers and allies converging on "the Bell" HQ. The number of allies expected is growing every
day, and we are hoping that all who support us will
help spread the word, as well as stand with us in solidarity outside of Taco Bell's global
headquarters. Please come out and stand with us as we tell Taco Bell that we will no longer accept
the unattachment that corporations think they are entitled to when it comes to the conditions and
standard of living of the workers.
At present, there are several caravans planned for joining us in solidarity, and we are hoping that
all surrounding states send delegations to represent them in Irvine.
Arizona is one that we would really like to see. There has been interest expressed in having a
caravan head out to LA and Irvine for those final days of action (also, for those interested, there
is an action planned for S25-- see www.tacobellsucks.org for details about that....). For those of
you that cannot make it out for the actions in DC, consider this as a way of making your voice
heard. This is a globalization issue. This is a farmworker issue. This is a human rights issue.
If any of you in Arizona are interested in joining or starting up a caravan, please let me know.
Once you arrive in LA and Irvine, lodging and food will be provided, so please make sure that you let
us know of numbers you plan to bring, as we must alert the allies in LA and Irvine who are making
those preparations. Arizona would be an
amazing addition to the voices that are currently planning to stand together in Irvine!

*** VICTORY FOR AZ NO FEE COALITION
Good news!!
In an exciting decision yesterday, U.S. Magistrate Judge Stephan Verkamp reconfirmed the Forest
Service's (FS) inability to successfully prosecute folks for alleged failure to purchase a Red Rock
Pass based solely on the presence of a vehicle at a trailhead or along a road.
This is exactly what the AZ No Fee Coalition, and numerous organizations throughout the country, has
been saying since the FS first decided to create criminals out of those determined to enjoy their
natural heritage. As the program is a recreation fee, and not a
parking fee, simply finding a car within the Red Rock area is grossly insufficient for determining
who, if anyone, is present and recreating.
As such, it is a ticket that can be, and has been, successfully challenged in court.... PROVIDED that
one does not have an encounter
with FS personal.
We can expect an even greater amount of FS enforcement of this program as a result of the cases heard
yesterday. This enforcement will continue to consume any revenue FS districts' may have. This
increased policing of our public lands means that less time and resources will be spent on actually
caring for the land, and relations with the FS and the public will continue to deteriorate. Both
have been concerns of the AZ NoFee Coalition since we first began to research the program.

We do encourage folks to not vote "yes" for this program by purchasing a pass. Just say "no!" and
don't purchase a pass! If one is
returning to one's vehicle, and sees FS personal lurking about looking for "trespassers," one can
hang out in the woods for a while
longer until the FS leaves. If such is not an option, and an encounter is inevitable, remember to
SAY NOTHING to the FS personal
present. It is quite possible that they will want to speak with folks, that they will attempt to
detain folks and seperate parties to
question folks independently. If such occurs, you do not have to show id, answer questions, agree to
be seperated etc until you have
a lawyer present. REMEMBER YOUR RIGHTS!! Please contact the Coalition with
questions/concerns/ideas. Thank you.

have an "organizational" meeting sometime in the next few weeks, and encourage those who want to get
